SITE INFORMATION FOR LOCAL RESIDENTS
Notice is hereby given that Sirius EcoDev (Keithick) Ltd, The Factory, Whitchurch, Ross-On-Wye, Herefordshire, United Kingdom, HR9 6DF. Company number 13170877, has applied to the Scottish Ministers for consent under section 36 of the Electricity Act 1989 to construct and operate a Solar Energy Park (32MW) with Battery Storage Systems (66MW)at Keithick Farms, Keithick, Coupar Angus, PH13 9ME(Central Grid Reference NO20303943). Sirius EcoDev (Keithick) Ltd has also asked that Scottish Ministers give a direction under section 57(2) of the Town and Country Planning (Scotland) Act 1997 that planning permission for the development be deemed to be granted. The total installed capacity of the proposed generating station would be up to 98MW. There renewable energy developments on Keithick Estate, by Coupar Angus, Perthshire, are important local steps in aiding the climate challenge fight globally.
The development provides sustainable and viable renewable energy and grid assistance. This includes a commitment to increase biodiversity, enhance wildlife habitats, while securing essential energy provisions to the local network. Further the development provides essential balancing and back up supplies to the National Grid with low environmental impact.   
The development has taken a conscientious approach to minimising any potential visual impact to residents and visitors as well as businesses.         
  
Sirius EcoDev (Keithick) Ltd is proposing to develop a renewable energy generation and storage facility consisting of two Battery Energy Storage Systems (BESS) with a combined 66MW of storage capacity and an accompanying 32MW solar park on land at Keithick Farms, Coupar Angus. The development will enable 98MW of power to be produced, exported, imported, and stored to and from the site to the electrical grid network over an area extending to approximately 54 hectares inclusive of cable routes. Beyond generation of power from the solar the BESS will provide a critical balancing and back up supply facility to the National Grid.         
The development will consist of bi-facial PV panels with mountings, battery storage units, cabling, invertors, container units with associated infrastructure components, such as transformers, Inverters, DC and AC converters, switchgear and controllers, as well as requisite substations which will be housed within units and internal roadways, as determined within the site layout plan. Connection cabling to the designated connection points is also included within the application as shown within the relevant plans. Battery Energy Storage Systems utilising batteries for the production, storage and export of electricity alongside approximately 71,000 bifacial (two sided) solar panels will produce electricity which will be stored within the battery facilities as well as fed directly to the grid.         
    
Whilst developments of this scale may seem initially intimidating they are, when properly sited, planned and screened, an essential component to obtaining net zero. By achieving net zero we can begin to fight Climate Change. Even if every home in Coupar Angus, or indeed Scotland, had solar panels installed and switched to electric cars, it still would not be enough to achieve the targets set by Scotland to reach net zero by 2045. We cannot achieve these targets and make these changes by thinking about residential changes alone, it needs an accumulation of small, medium and large scale developments of renewable energy, a mix of technologies and a determined attitude to make it work. This development is situated where essential infrastructure can support the development and the development can support the grid network. The landowner at Keithick Estate has the potential to enable a development of National importance, one that will make a valuable contribution to the reduction of Co2 levels and to generate clean energy.
